[cisco-voip] Deleting Partitions?

If there are no CSSs using the partition, no one can call those
route-patterns.

So, technically, they are in use. I would check and see why those
route-patterns are in those partitions (you won't be able to delete them
while there are RPs assigned to them anyway).
