[cisco-voip] CCME 7961 + 7914 configuration file problems

Probably because the new DST date was included in 8.0(4)SR3 and 8.2 
(1).  Even with those loads you still can hit CSCsh12444 and have to  
reset the phone for it to apply the correct time.
