I would highly recommend Bogen for your paging needs as their hardware
works quite well. I do not know if they would have the type of equipment
you'd need or not.

Give them a call, let them know the kind of paging you're looking for
and maybe it'd work.
I also saw Valcom being used at a customer site. I don't know how well
it works so I can't vouch for them.
I connected a Bogen paging module to a 3845 CCME/CUE system, associated
a DN to that port with a dial-peer and it worked great!
For your auto-dialer, did you want this to be a set selected group of
people or will this group vary all the time? You could setup broadcast
messages under Unity to reach many people at once...
