DBLHelper.exe is a handy tool.  It will give you this info.

Hi, 
I am new to Cisco Call Managers. I want to know if there are 3-4 CCMs 
in my cluster, and I want to know which one is Publisher among all 
those, how can I know that. Can I check it from web-interface of any 
of the servers in the cluster?
