It was developed before the ISR era. This part is likely more than 5
years old.
There are descriptions of end of life 3725 dial bundles on CCO with
those cards. You could network up to 8 sites at 128K!
Since it doesn't indicate usage with a a NM-HDV (the 2600 era voice dsp)
I believe the intent was data/dial not voice, thus it won't recognize
the PVDMs onboard the ISR.

I have an NM-8B-S/T, is this Network module capable of voice?
I have inserted this module into a 2811 Router, with IOS 12.4 9T. I
don't get any voice-ports? Do I configure something wrong, or is the
card simply not capable for voice?
