[cisco-voip] Problems making outbound calls on FXS device

I have a H.323 Gateway with a fax machine connected to a fxs card. I can
receive calls, but have problem with the outbound calls, if the destination
number is with Telstra, the call can get through. but for other destination
numbers, the call failed.
I did turn on the "debug isdn q931" on the router
