And it has badly broken MQC on SVIs. I was able to configure GTS, and
the "show policy-map interface" even showed packets matching it, but
despite the fact that the offered bandwidth was six times the shaper's
limit, the shaper did not kick in. I wasn't able to configure policing
on SVIs at all. All this running the latest 12.4T on a 876.

Digging deeper strata in Bug Toolkit, I came up with CSCsd50540 and
CSCek45222 which seem to imply that

a) Any MQC traffic manipulation beyond match & set is broken on ISR SVIs
b) I should not be able to configure shaping in the first place, as it
   could as well crash the box

If this really is true, platforms that have only switched internal ports
(like most of the newer 8xx boxes) are simply unusable for any decent
QoS stuff. Nothing you read about in the colorful materials, though...
