[cisco-voip] MGCP gateway + CCM4.x + SIP IVR: "busy signal" relay problem

Dear All,
Here is my lab environment:
MGCP GW ===== PSTN

IP Phone CCM 4.x IP-IVR(DN:1234)
(ps. MGCP using T1 PRI to PSTN, CCM using SIP trunk to connect to IVR
server)
When I use IP Phone to dial DN (1234), CCM will route the call to IP-IVR via
SIP trunk, and then user can follow the voice prompt to enter password and
outisde phone number. If the password authentication passed, the outside
number will be forwarded to CCM and then routed to MGCP GW. The normal call
process is working just fine.
Now we want to have another voice prompt when the calling number is busy,
but it can't work as expected. When busy tone comes out, I see no signal
passed back to CCM and IVR server. It will take about 1 - 2 mins and then
IVR display message "486". Is the problem in GW or CCM? Is it possible that
I can make the busy signal passed to CCM/IVR as soon as possible? Thanks a
