[cisco-voip] 7914 with 7951

Looks like neither 4.1, 4.2, or 5.1 have the option to add a 7912 to  
a 7941 or 7940.

I believe the intent is that if you need 14 extra lines you won't be  
using a phone with only 2 to begin with.
