[cisco-voip] Perflib error on Call Mgr

This was a new install so there was no adding or removing.  The only thing 
I worry about is that Cisco didn't recommend that as a fix.  Seems like it 
would be a viable option I suppose but not mentioned in there bug notes.

I've seen this when the DHCP service is added under  Add/Remove Programs >
Windows Components > Networking Services. Try removing it .... may do the
same thing as the registry entry.
