Personally I like the Zip. I unpackage them, insert, bounce the TFTP, setup the device defaults and I'm good. The EXE requires a reboot.

Do I need a devpack to run my 7911s? Or can I just download the zip files? What do the devpacks do?

The readme for 8.2(2) SR2 says the following. But the 7911 is running fine with SCCP11.7-2-3S (whatever that is)
