[cisco-voip] Unable to fwd message to another subscriber in unity

Sounds like Unity doesn't have send-as permissions. Check the security 
tab on one of the users who can't send messages to other users. Your 
UnityMsgStoreSvc account needs to have send-as permissions there. 
Assuming it doesn't, you need to run permissions wizard.
