[cisco-voip] devpack vs .EXE vs. ZIP

Wierd. It looks like I have caching enabled and I didn't have to restart my TFTP server to get the new images.

  yes it is. I ran into a similar problem, as I wanted to build my own 
  phone backgrounds. I had to restart the tftp service or disable caching.
