[cisco-voip] Call Forward All on second line

Basically, yes, no it can not be done. We've done the same line swaps to appease the masses in some situations.

  If so, I have a simple solution... move the line they need to CFA to the primary, make their personal line, line 2 (they don't need to forward that...)
