[cisco-voip] Calls from the PSTN getting 'No circuit/channel available'

The '3300' number is associated with two translation patterns. One points to
a Hunt Pilot (5930) that is associated to a partition (WorkHours) which is
further associated to a Time Schedule containing several Time Periods. The
other one points directly to a DN (5250) associated to a different partition
(NonWorkHours) further associated with a Time Schedule that contains several
Time Periods.
