[cisco-voip] "verifying load" Message on Phone?

We have a phone stuck on "verifying load". This is a new phone which we
programmed and are attempting to register at an SRST site. We have not
run into this problem before. I am trying to instruct someone "on the
ground" in that location as we are 3000 miles away. Would a factory
reset help?
