[cisco-voip] Regular 911 Testing

Caller ID doesn't mean anything if the ALI data is wrong and the psap
gets the wrong location to go with it :)
While I don't schedule monthly tests, I do test for every new site
deployment as well as any time the carrier makes a change to our
circuits at the site.
