AAR doesn't inheritly support that scenario where your WAN link is
down - it only reroutes for lack of bandwidth.
You would have to use the 'forward on unregistered' feature that is
available with CCM 4.2.
You would then put in the full E164 number of the phone and if that
phone is unregistered then the call is extended over the PSTN to reach
the phone when it is in SRST mode. This depends on the SRST site
having its own PSTN circuit / gateway that terminates those E164
numbers.
