i think it would be better to use voice profiles for better manipulation for A/B (calling/called) number type/plan

so i suggest to have plan set to ISDN for A/B fixed on CCM, to have number type set to national for A number, and to have B number type set to unkown

then configure voice profile for outgoing and incomming calls according to the numbering plan

i,e for local/Long distance calls B number type could be changed from unknown to national
    for international calls B number type could be changed from unknown to international

I've had a similar problem with international dialing (and NFAS but I
don't think nfas mattered in my case..)

The isdn map command under the d channel fixed it for me.

interface Serial0/0/0:23
isdn map address 011.* plan unknown type unknown
