[cisco-voip] Update RTMT Time

I found that the server was on GMT-8:00 Tijuana, Baja California time, I
changed it to BMT-08;00 Pacific Time(US & Canada)

Logged off, then back on and the correct time shows in the windows.  I
tried logging off and then back on before the time zone change with no
affect.

It only changed after the change off of Tiajuana Time.  

Strange but True........

Since the DST change this last Saturday, RTMT on one of our clusters is
showing the time as one hour ahead of the actual time.

The server time is correct , phones show correct times, were are on
cm31(4), I have reset cm services and serviceability reporter.  The only
thing I 

Haven't done is reboot the server.  Our other cluster same version is
fine.  Any one have any ideas?
