I've got a bunch of 2821/2851 routers which were all shipped with the
standard 64MB of CF.
64MB of CF isn't large enough to store two IOS images at the same time,
so our current practice is to delete the existing, then load the new
one. So, there's a window where it's possible that you end up with no
IOS and a dead router.
1GB CF cards are available at NewEgg for $9.79; can't really even find
the "small" CF cards in the 256/512MB range anymore.
Is there a limit to the size of the filesystem/CF that the router will
format?

Not sure about the flash, but there is a limit on the USB adapters.
256mb seems to be the maximum. A 2851 wouldn't write to a 512mb usb.
