[cisco-voip] Translation rules

Its a bit unclear if you're looking for inbound or outbound
translations? If you're looking for outbound translations you can just
set the external number mask on those devices to whatever you want to
send out and then set the routelist to "Use Calling Party's External
Phone Number Mask" to "ON".  If you only want to allow this for a
couple devices and have the main number set for the rest its going to
take multiple route patterns going to  seperate RLs.
If you're looking for inbound I think you're stuck filtering it
through CRS/UCCX.
