[cisco-voip] Issue inserting User device profiles in CCM5.1 with BAT

Yes, there is a bug in 5.1 Versions, that BAT will not insert the service, unless there is a parameter bound to it.
What we did do fix this until 5.1(3) was out, was to use a custom sql update to subscribe the service.

I just ran this scenario a few weeks back and it worked fine... CM5.13??
