[cisco-voip] busy-out the unused B-Channels for IOS MGCP gateway

  Could you please confirm that we should [busy-out the unused B-Channels] for MGCP IOS gateway or it is not necessary since, “pri-group timeslots 1-3 ..." takes care of creating fractional PRI.
