[cisco-voip] Temp Fail IP Phone 7940 Message

dear all
i have a problem which cause a lot of problem in a Call Center environment.
all the phone are able to receive calls coming from the PSTN , but randomly some ip phones displays " Temp Fail " during the call & the telephone hang & the call is disconnected , i advice them to add another PVDM on the router for more media resources , but this didn't solve any problem , the Temp Fail Message indicates a lose of connectivity to the call manager , but this problem appear randomly on
some phones while other phones are operating normally , any suggestions for this problem !!!. if you have any ideas pls share it , because this is a big problem concerning a big customer .
