[cisco-voip] Hold/Retrieve Problem

If the problem is happening with the agents running CAD and/or CTIOS, I
would say the problem may be something with the CTI Gateway itself.
I'd start by looking at both the jtapi logs (jgw on the PG) and the CTI
gateway logs (ctisvr on the CG)
