[cisco-voip] Route List Exhausted

Since you're using UCM 4.1(3), you can find a full explanation,
including which RL was exhausted, by checking the Windows Event Logs
(Application log).

You can also see the RL by going into the alerts screen of the RTMT
console, right-clicking on the alert, and selecting Alert Detail.
