[cisco-voip] Users can't login - get access to requested resource has been denied error

I get this when I try ccmuser with right passwords. Wrong password, it
states Login Failed.

Agents can't login to agent desktop, etc.

I created a new user from scratch and get the same access denied
message when trying to login with ccmuser page.
