[cisco-voip] configuring ISDN PRI into 30 seperate channels

i had a probem with a customer who would like to implement IP telephony in his comapny. using his old PBX system,, he told me that he can assign seperate D channels for each user ( ie 30 channel for 30 user only !!! ) ..the problem is while using h.323 protocol i think this could not be accomplished . because only one pots dial-peer can be configured for the whole pri-group.i could not use ds0-group for configuring E1 . how can i configure the E1 to have seperate D channels , 
will i use MGCP for this problem where i can manage all the D chanels using the call manager software or this is not supported..any ideas ?
