[cisco-voip] Unity Connection 2.x Direct Routing Rule failed to find routing rule

Unity Connection 2.0 I have a direct routing rule for 5067 to go to a custom callhandler, it was failing so I changed from that call handler to the directory handler; in short anywhere i send the call I get 'failsafe'.

I have 2 other Direct Routing Rules to custom callhandlers that work fine.
