[cisco-voip] QIP anyone?

seen a few and it seems to work.  the installations i've worked on set 
some interesting dhcp options like decreasing arp timeout which 
sometimes cause issues.  generally don't set any arp timeout or set it 
hight like 1 hour.  as with all it depends on how qip is configured.
