[cisco-voip] Registration to Subscriber

The service recovery option will recover if the service was started,
but if it doesn't start on boot then that is not going to kick in
since it was never started and running yet.

I've seen the ccm service not start on reboots when people have
applied M$ patches to the server directly instead of the Cisco OS
patches from cisco.com. I haven't seen the service not start since 3.3
days due to timeouts or initialization timers being to short. You may
want to check under call manager service parameters and see if all the
Initialization timers are set to at least the suggested value. I had
one place a long time ago update from 3.x something to 4.0x and it
kept the older 3.x settings which was less then the suggested timer
value for 4.x so that caused the ccm service not to start. Once the
timer was set to the suggested value for 4.x the service starts fine
on reboots.
