If you're using FAS (NOT NFAS) and you have 2 distinct D Channels then your
best bet is to configure the gateway as H323 and just configure your pri
group with the selected channels. If for whatever reason you need or want to
use MGCP you can configure a fractional PRI but you must remove the
ccm-manager config command from the gateway or when you reset the gateway it
will rewrite your pri-group to use all 23 B-channels. However as Wes
mentioned a few days ago any changes to RP/RG pointing directly to the PRI
will not take affect until you manually bounce MGCP.
My experience with the MGCP b-chan maintenance service parameters in CM to
busy out channels ONLY take affect on 6608 T1 blades and not on an MGCP
controlled IOS device.
Also keep in mind that MGCP with a frac PRI is not officially supported by
Cisco
