[cisco-voip] Locking Shift to Codeset 4

Add Tadiran to the Avaya / Nortel list.
I'm trying to get the Tadiran PBX talking with CM 5.1.2 mgcp 3845 pri qsig
(that's a mouth full)
and I'm also seeing what should be 9+ number come up in the Q931s as
101101+number. Is this an issue on my side (CM) or the PBX (Tadiran)?
PSTN --> CM --> PBX works just fine.
it's the PBX --> CM --> PSTN that's not working so fine.
