If you're referring to using the Unity Concerto pages that you load into 
  ccmadmin...don't.
In my experience, they're flaky, not to mention that it breaks every 
time a component (CM or Unity) gets patched or upgrade.
Best bet to try and automate would be to use SOAP calls to add phones to 
callmanager and the unity stored procedures for unity account creation.
