what it does is,
incoming call comes in for your ELIN number, lets say it looks like
234-567-8901.
You have a translation pattern for that number that prefixes 913. so now the
number is 9132345678901, that matches with the route pattern 913XXXXXXXXXX,
CER gets the call and strips off the 913 (cause you told it thats what the
prefix was), and uses that as the ELIN to match the call up with an ERL and
Phone to transfer the call to.
