What we do (we're using H.323 on our routers, but you should be able to 
get it to work on MGCP) is to redirect the dial-peer on the router to an 
analog device hanging off of our EVM module.

So instead of dial-peer 6911 pots pointing to port 0/1/0:23 it'll point 
to 2/0/1.  We dial 911, CER does its thing, and then the analog phone 
rings and we don't send a live call to the PSTN.

Once all that's figured out, we point the dial-peer back to the PSTN PRI 
and try again.
