[cisco-voip] is the CCM can be publisher for local side and subscriber for remote side?

hi 

i got  two ccm 4.1.3  
CCM_A works on sideA  and CCM_B  works on sideB...side A and side B have leased line connection.

sideA users register CCM_A
sideB users  register CCM_B

there are also one PRI line at each side.

what i wanna do is that when the PRI_A fails on sideA  the calls should go out from PRI_B on sideB also vice versa.
also if CCM_A fails on sideA the ip phones should register CCM_B ,also vice versa.

for making this  scenario ,CCM_A must be publisher on sideA but must be subscriber for sideB
also CCM_B must be publisher for sideB and must be subscriber for sideA

is it possible?
