[cisco-voip] AXL/SOAP

I'm looking to get my feet a little wet (toes only really) with AXL/SOAP. I'm wondering if anyone could point me in the right direction on how to get started.
A couple of questions come to mind:
a.. What the heck do I need to get started? Aside from a webserver, what tools/utilties do I need installed? I'm totally new to this, so I'm not sure if Apache comes with JAVA or Perl or whatever anymore.
b.. Do you pass user credentials or superuser credentials? I'd rather CallManager tell me I can't change something rather than writing my own lookups so I'm thinking user credentials.
Anyways, if anyone can lend a hand that would be great.
