[cisco-voip] Deregistering Licenses

if you delete an existing phone the Device License Units used for this phone
should be freed and be available for new phones... unless you just upgraded
a 4.X server and are still running on the temporary upgrade license...

the number of available DLUs can be checked on System -> Licensing ->
License Unit Report on CCMAdmin
