[cisco-voip] H.323 dial-peer timer

We have a customer who has a temporary routing problem (that will be
fixed by Verizon by the end of the week) causing 300 to 600ms ping
times from a remote site to where CCM is.

The phones are not in fallback, however, the H323 setup for inbound
calls is failing most of the time.

Is there a way to increase the timeout to wait for a response from CCM
before returning reorder tone?
