[cisco-voip] Meet Me for External Users

I have set up 10  Meet Me Number Patterns and it works for inside users.
My questions are:

1. How do I set it up for external callers. 
2. Is there a way to have anyone joining the Meet Me session ,whether inside or outside callers,be announced when they come in.
