[cisco-voip] Playing Annunciator messages to externalcallersfor Unallocated/Unassigned DNs

Would it be possible to do this in the router if you're running H323?
Maybe have your wild card xlate pattern kick it back to the router to
play out a TCL script with a greeting.

Yeah, cust is at the limit of phone usage on their server, I don't
want to kill it by putting IPCC cores...
