[cisco-voip] Subscriber voicemail busy out from External Caller

I have a subcriber whose voicemail does not pick up and busy out after 4  rings to external users. Voicemail kicks in fine for internal users.
Every other subscriber in that building works except the mentioned subscriber. This had been a working subscriber

I have already done the following to no success:
1. Failover to backup unity
2. Deleted and recreated the voicemail.
3. Reset IPphone
