[cisco-voip] 5.1.3.2000-3 is not containing Bugfixes from 5.1.3.1102-1?

Yes. The 1000 vs 2000 is simply 5.1.3 vs 5.1.3a, which indicates the
CDs sent from manufacturing were re-printed for an issue big enough
to warrant such a re-spin.
The last part of the version is the important part, so if you are
looking for a fix in 5.1.3.1102-1 in the 2xxx numbering it will be in
5.1.3.2102-1 or later.
It's not very intuitive, and I don't know that it's documented
anywhere on cisco.com so I understand your confusion.
