I believe that is because, as part of VPIM messaging with Unity, you
have to install a connector in exchange that grabs any inbound messages
with VPIM headers so that it can process them and deliver them to the
appropriate subscriber. If the receiving system were in the same
exchange org, that connector would just keep picking the messages up,
not allowing them to reach the remote system (unless of course it had a
similar connector, and then they'd just conflict with each other..).
