[cisco-voip] CCM 6.1 subscriber installation issue

Licensing won't prevent you from doing the install.  It will keep the  
CCM service from running however.

Make sure you've added the subscriber (by IP address to rule out any  
dns issues) to System->Server on the publisher.

The communication the sub uses to the pub should be UDP on port  
8500.  It uses this to exchange certificate info with the publisher,  
after which the firewall on the pub will open up ports for db  
communication, etc.

In vmware, especially on the same host, it may be difficult to  
troubleshoot this.  You can try getting a packet capture from the pub  
while the sub install goes.  Check to make sure you see the traffic  
to and from the servers on udp 8500.
