You have to subscribe individual phones to the EM service from the
phone configuration page.  Link in the upper right, "subscribe IP
phone services" or similar.  You also have to check the "enable
extension mobility" option under the phones you'll be using, as well
as create device profiles, associate them to users, etc.

Don't forget to subscribe device profiles to the ip phone service
otherwise users won't be able to log out of EM.
