You simply need to put a load on the phones that is compatible with  
both 3.3 and 6.1.   This will vary depending on the phone model.  It  
looks like all of the latest loads will work with every version of  
CUCM past 3.3.  This includes 8.4(2) for 3rd gen phones and 8.0(10)  
for the 40/60 phones.
