I have run into this in the past. For some reason if copy the .iso file to DVD (do not make a DVD image from the .iso ) then install locally, the upgrade will be successful.
Good suggestion from Craig to check the MD5 hash. You can use fsum to do this.

When you go to do an install CUCM does a MD5 checksum on the file.
Make sure that this is accurate and matches what cisco says the checksum should be.

It downloads .sgn.iso file but when it is about to install, it gives me upgrade unsuccessful error.
